Thanks for the explanations. I appreciate it. This is an automated response. So if they used the wrong term for me, they are using it for many. Attached. Ebay isnt a credit card processing facility. Lame. A buyer can cancel and I pay for their mistake. Ya, makes all the sense in the world..... Shouldnt they( buyer ) pay for it ? Hmmmmmmmmm

Ebay frequently chooses wording that IMHO add to the confusion.
" Ebay isnt a credit card processing facility." I'm not sure what your point is with this statement.
You lose 30 cents on the transaction. Everything else is refunded. It is just a cost of doing business. It would be worse if you weren't in MP because PP doesn't refund anything.

PP always refunded everything to me aside from possibly the 0.30
that as well many times

They changed their rules on this in October 2019.

The 0.30 only?

MP keeps the 30 cents only when a full refund is given for any reason.
PP does NOT refund ANY fees at all since October of last year with the exception of cancellation that occur within the first hour after payment or something like that. Beyond that they offer no fee refunds anymore.

I had a recent cancelation at buyers request that happened several hours after the purchase an I was fully refunded by pp aside from the 0.30.
I also had a item damaged in shipment and issued a partial refund to the customer on that and pp refunded the charges on the refunded amount.
maybe I was grandfathered in under an old agreement or something.
I also never received a notice from pp on changes in my agreement with them.

Just the cost of doing business I guess . No harm no foul. Once again, shouldnt the buyer who cancels, eat that cost of doing business? That makes MORE sense. No, it really does. That should be ":their "little, tiny, no problem, cost of entering and then backing out of a transaction penalty. Its only .30 cents, they can eat it.

I missed the earlier post regarding the pp fee question.
I can live with 0.30.
my business credit card service was the same way.

Just to be clear. MP refunds everything on a full refund except the 30 cents.
PP refunds NOTHING.

Pp refunded me.

Was it a cancellation done shortly after the purchase? Or was it a return?

First item:
the buyers requested a cancellation several hours after purchase.
all charges and fees fully refunded except the 0.30
second item:
an item was damaged in shipment and the customer asked for a partial refund. I agreed. The fees that were charged on the money I refunded were refunded to me by pp.

You're the one exception, then, if it was after October of last year.

I don’t know the current banking laws admittedly but I would that just doesn’t sound right.
I as a merchant or seller would never agree to those terms.
if I were a person experiencing that I would search around on the www and see if It’s even legal under banking laws and if so see if it’s common practice. That’s just crazy,
