eBay and PayPal are the same scam gang.

 

The might never refund you and money back guarantee is a bull**bleep**.

 

It is a long and sad story.

 

I am in the USA and purchased an item from the Australia on Sep. 01 2020. The item + shipping fee is $4,550 + $200 = $4,750 AUD. I paid the transaction with credit card $3,691.79 AUD (about $2,700 USD by using AmEx credit card) and gift card $1,058.21 AUD (by using $782.61 USD eBay gift card).

 

The DHL website shows the package was delivered a week later. However, I didn't receive anything. I tried to contact the seller but he never answered my messages. I have no choice but to file a transaction dispute with eBay. A few days later, I lost the dispute since DHL website shows the package was delivered. I tried to appeal and asked them where is my package? Not surprisingly, the appeal was rejected again a few days later.

 

During the dispute resolution process, I contacted with DHL and asked them where is my package? After nearly a month of investigation, DHL customer service staff told me that the package was delivered to a wrong address and could not be recovered. After obtaining new evidence, I tried to appeal again. However, eBay customer service staff told me that once the appeal is closed, they will never open the case of appeal again. This time is about mid to late October. The eBay customer service staff asked me to file a transaction dispute with PayPal, but due to COVID-19, the efficiency of PayPal is extremely low. I did not receive any response within a few days. I have no choice but to file a transaction dispute with AmEx and ask them to contact PayPal. By the new evidence and nearly two month investigation, I won the appeal finally. It was about the end of December.

 

Unfortunately, American Express is a credit card company and they can only refund credit card part (about $2,700 USD). No one refund me the gift card part.

 

(1) I tried to contact PayPal and they told me it it an "eBay" gift card, so I had to contact eBay.

 

(2) I tried to contact AmEx and they told me it is not a credit card, so they could not help me.

 

(3-1) I tried to contact eBay and the first customer service staff told me that once the case is opened on the PayPal side, they will not be able to do anything (But it was asked by eBay to contact PayPal)

 

Moreover, once the appeal is over, they will never be able to start the appeal again

 

She also asked me to contact PayPal to ask for refund.

 

WHAT? PayPal asked me to contact eBay, and eBay asked me to contact PayPal? They are shirking responsibility.

 

(3-2) The second staff gave me the same answer.

 

(3-3) The third staff told me that a specialist would contact me within 24-72 hours. BUT no one contact me!

 

(3-4) The 4th staff told me that the gift cards team will follow-up with me within 5 days. So far, 20 days have passed and no one contacted me

 

(3-5) Yesterday, I contacted eBay again. The staff told me they could not do anything. The staffs I contacted before were not well-trained and gave me wrong answers. Furthermore, again, since the case is so long, they can do nothing. Is my fault? I reported the problem since last Oct. and no one can really help me to solve the problem. It is a simple question, just refund of my gift cards!

 

In fact, in the past two months, I contacted eBay more than 10 times and got more than 4-5 different answers.

 

Maybe they are not well-trained. Maybe the integration between eBay and PayPal is a disaster. Maybe they are the same scam gang. But anyhow, I am really tired, I spent more than 10-20 hours to solve the problem.

 

I also tried to report this case to "Cyber.gov.au" and "Internet Crime Complaint Center(IC3)", but they can do nothing for me since it is a cross country transaction dispute. I also reported fraud to eBay and asked them to freeze his account, but eBay did nothing.

 

Anyhow, I don't want to go on, but I want to share the story with you guys. PLEASE USE EBAY GIFT CARD CAREFULLY! They might never refund any money you even you didn't received goods you purchased. The eBay Money Back Guarantee is bull**bleep**, don't trust it.

Sorry that happened.

Once you opened a Pay Pal case, that closed the Ebay case, and Ebay won't help anymore.

 

When it showed delivered and it wasn't, you should have contacted DHL then.

When you filed the case on Ebay, it would have been closed in favor of the seller, since tracking showed it was delivered.

Before appealing the case on Ebay and going to Pay Pal, you could have worked with DHL and got a letter from them saying it was delivered to a different address, then appealed the Ebay case.

I don't have a solution, but just want to say sorry this happened to you. But, the money went somewhere. Have you tried calling Paypal or the transportation company back at different times of day to see if someone has better experience that can help you. You could try calling during US "working hours" for Paypal help and for Australia for the transportation company help.

 

I have called customer service for a big home improvement store with a problem, first cs rep said nope, sorry nothing can be done. Second cs rep said of course that's easy.
