Over the last 3 months I have rec. 5-6 messages from eBay that state they are going to withdraw funds but they will not allow me to reply, and there is no where to contact them. I know I have not sold anything recently that would justify $115 in dues. If eBay is reading this, "please remove the auto setting you have on the emails
All I wish to learn is how these "so called charges add up, no where in my account sellers page are there any items I sold that come anywhere close to $20, how can eBay generate $115.
I finally had enough once my account was locked and frozen, I called in to ask **bleep**, the eBay rep apologized, and said there was a mistake on eBay's side. My account was reinstated, no payment necessary and I was back to full account privileges both as a buyer and a seller. I then decided to sell and list an auction, and after a week we had a winning bidder, as soon as the winning bidder paid, I rec. A message from eBay, the item I sold and the payment aka funds are going to be taken by eBay eBay tried to steal this money but I quickly canceled the transaction...by cancelling it would allow the buyer a full refund, me to keep the item, and eBay once again they are when asked, not able to provide any sales or information as to how the $115 was generated, and no explansation from anyone as to why my eBay account has some strange history by eBay (reinstatements, frozen, restricted privleges, etc.)

I'm having a hard time parsing through your information.
Here is what I can make out so far:
I don't know where the disputed $115 in fees accumulated. Most sellers in this situation accumulate fees on transactions where the buyer failed to pay and the seller failed to open the "Unpaid Item" claim against the buyer, which would have refunded the fees. With Managed Payments, the backup funding source for seller fees might not be working and may cause an accumulation of fees.
When you go back through your invoices for the past year, you should be able to find the invoices where the past due amounts started to appear. That is the place to start. Arm yourself with your invoices from the point in time when your "balance due" was zero, and locate where the fees started appearing that were not being paid.
Be careful toying with eBay. They WILL employ bill collectors, and those people can mess with your credit. It is best to study your past invoices and speak knowledgably with customer service to resolve the issue and to be able to point to where the problem started.

@shipscript gave you EXCELLENT advice. It is in your best interest to follow that.
When did you enter MP? Did you fully register by providing them all the information they required?
Do you ever ship via UPS or Fedex? Those fees don't always get charged to your account right away.
