Instead, I'm asking for an opt-out option from MP for Casual Sellers — and to keep using Paypal. Ability to access funds immediately is a matter of survival for many of us.
Please consider it.

There is nothing to consider, Pay Pal is out.
MP is the only option you have now.

There is no such thing.
eBay, and PP did not renew their contract for PP to process seller funds therefore to continue selling MP must be used with the delay in payment processing/depositing.
Funds from the confirmed buyer payments can be used to purchase labels on eBay, but we have to wait for the payment to process before we get what is left after fees.

Okay then my ultimate demise will be on your conscience. I can't afford MP.

@ulfesharpe sad to say but I think the only hope of sellers gaining immediate access to funds in the future will be if eBay decides to monetize it and offer it as a service - ie. instant transfer for a 2% fee or something like that.
I know there was a survey that went around a while back asking sellers' opinions on such a plan and there are already companies like Payability that offer a similar service for other marketplaces like Amazon and Walmart.

why is it 'sad to say'? when i sold here paypal had instant transfer too, and it was 1%, not free - since people around here seem to worship paypal well, it is no different. i never used it because even though i was a little seller i wasn't stupid enough to think the money was actually mine until the item i sold had been delivered and the sale cleared. nobody gives away free money - i once had paypal freeze my account because of a charge-back. ppl are deluded if they think that money was instantly theirs and i don't even know that much about money handling.

You can't afford MP?
Did you know what you paid prior to MP?
ebay fees, PP fees?
It is just about the same now.
Also, if it does cost more, raise your prices to accommodate.
You can't afford to stay the same, that is for sure.
If the bottom goes up, so does the top. Simple economics.

@karthok.of.daolodus - "sad to say" was just my way of expressing empathy for the OP's situation. For some sellers waiting a few days or paying 2% for faster processing is no big deal, for others it is - even if we don't all agree or see things the same way, a little empathy and understanding goes a long way in my experience.
Yes, PayPal had an "instant transfer for 1%" option. For many sellers, they also offered the option of a PayPal debit card which would allow you to immediately withdraw funds from an ATM or immediately use those funds for purchases (even earning cash back on some transactions.)
It's also important to note that you don't have to transfer to a bank or use the PayPal debit card to immediately use the funds either. If your landlord has a PayPal account you could theoretically pay rent with available balance for example. And that is the point the OP is really trying to make, with PayPal the money was often instantly available to be used in some way, not that it was instantly in your checking account.
We can debate whether or not it is wise to immediately spend funds (I don't disagree with you there) but the OP isn't wrong to say PayPal offered immediate access to funds in most cases where MP does not.
Yes PayPal did and does have its own issues too and both MP and PayPal can put money on hold. I'm not a PayPal worshipper by any means or an MP cheerleader. Both have their pros and cons and that may be different for every individual.

ebay members do have the option to opt out of MP if they do not like it
all members have a choice

Unfortunately, yes I do know.
It was tolerable because PP is instantaneous — and it is a place where you can have a certain amount of money to keep buying/selling. Without that simplicity and accessibility there is no point in continuing doing this because there will be no profit...
...and I aint be buyin no ceo no beemers ever again

Hey I'm not here selling ebay. I would be over the moon if half the people left. It has become over saturated and I have to pay to promote my items just so they don't get buried. My point is, if you were doing it with paypal and now you can't afford it, is a ridiculous statement. It works for me, and it works for people who want it to work. I don't care how much money they make as long as my items keep selling and I stay at the profit margin I need to be at. So far 20 years strong it has. It is an easy adjustment, it takes time to get used to. If you want help there are people here including myself that are willing to help. If not happy trails to you.
