I’m not sure what you mean. 

In eBay, we pay for our purchase, the seller ships, and we wait for our item to arrive. eBay’s Money Back Guarantee protects the buyer if an item never arrives or if it arrives and isn’t like the description. 

Can you elaborate on what you meant?

unless a seller makes an error and ships an item just because it's 'won' but not paid for

You win and pay and then the seller ships within their handling time.

Sometimes the seller gets confused and ships before you pay, but you should still pay.

The comment has nothing to do with a money back guarantee.  It really doesn't make much sense at all.
