Cannot purchase due to import/export restrictions

I'm trying to purchase a collection of manga books of Berserk. I get this message when I try to buy: 

"We are sorry, but the item you selected may not be purchased due to seller shipping restrictions or due to country-specific import/export or other relevant restrictions"

I get this when I try to purchase other Berserk items as well. So then Berserk is restricted... but shops in my country actually sell Berserk books, so they are clearly not banned. So why can't I buy them from ebay? I have purchased other manga from ebay with no problems. The seller says he can ship to my country - he is from the US and I'm from Bulgaria. Is it not possible to ship from the US to Bulgaria?

What is the issue? Is there any way around it?

According to your eBay profile, you are a resident of Bulgaria.

It is possible that your country has recently changed its rules and regulations for receiving products from other countries, which may restrict sellers from shipping certain items to your country.

Some of these regulations require licenses and documentation which are simply impossible for small, independent sellers to provide.

Don't blame the seller.

Blame your country.

Well, how recent could this change be? I ordered a pre-owned collection of one manga without any problems, and then a couple of days later I tried to buy the Berserk collection in question. One of the reasons I am so annoyed about this is because the message does not specify what exactly prevents the package from being shipped. Is it the location or the product itself? The only difference between the two collections I could find is that the one that was shipped successfully was in the UK, while the one I can't buy is in the US. So I am leaning towards the location being the problem.

And I was never blaming the seller. They have been understanding and helpful. I was blaming whoever is responsible for these ridiculous restrictions.

Only Bulgaria can answer this for you. However, I would not be surprised if this was the application:

Currently experience this also from Bulgaria trying to buy Darling in the franxx manga which once again its available in stores here in Sofia but i seem to get the same error ig theres nothing we can do but just accept it 😞

Your choices are -

Buy local.

Buy new.

Vote differently and change the customs rules for your country.

And as for why now, my guess is there are a lot of new customs rules starting on 2025 and eBay is starting before so stuff purchased doesnt get caught in the middle and stopped at customs.

They go by key words.  Some of the content in manga books of Berserk comes close to breaking the laws in your country.  Not all their books do but customs does not want to read through all of them to check.

You can try other sellers and see if you can buy those. It can depend on how the seller worded the listing. Watch out however, even if you can purchase them, they still could be seized by customs.

Buying from shops in your country may be best.
