Can't ship first class package using Manage Payments but Paypal works fine?

Every day it's something else! I am trying to ship a first class package that weighs 9oz.  I tried to use my payout for the shipping charge.  It simply won't work.  I then try to buy the label through paypal and no problem.  So Ebay, Either I am in Paypal or out of paypal.  You have had two years to make sure managed payments works.  We still can not generate a label for a APO address.  I called 2 weeks ago about this and was told it should take 24 to 48 hours to fix.  Typical ebay answer.

Do you have pending $ in MP/or holds?

Once MP shows 'payout', it's too late to use those funds. You can only use 'pending' funds.

Yes I was trying to use funds that are sitting in MP. There is plenty there to cover the $4.00 shipping costs. For my small items I ship first class but the first choice which is already chosen for me is USPS Priority.  I thought this had already been fixed.
