Can't list, message says 'there are restrictions due to managed payments'

Hi everyone. 

I'm having a problem listing. I just tried to list 2 different dolls under the 'dolls and bears' category. When I click the button to list the item, I get this message- 'It looks like there's a problem with this listing. 

• Unfortunately, you can't list this item. When eBay manages payments, there are restrictions on certain types of items that can be sold. See https://www.ebay.com/help/policies/selling-policies/managed-payments-restricted-items-policy?id=5009.

What's going on? Is this a glitch? This is a doll. Dolls are not on the restriction list.
