When who started?  If you are asking when Ebay started it, that would be about 2 and a half years ago.  

If you are asking when you will or should transition into MP [Managed Payments] not until you get an email from Ebay telling you that it is time to transition and that email will tell you by what date you need to register.

I don't know if it is available to you in your country.  Maybe someone else will know that.

I'm curious how this will play out for people in Sri Lanka. From what I've read they cannot use PayPal to accept payments because of some problem/concern with their banking system.

Last time I checked in Adyen for the list of countries they would work with, Sri Lanka was not on that list.

I hope they get it worked out for Sri Lanka because I still want a coconut monkey!
