Buying restriction for no reason.

It's my first account on Ebay. I verified my email and phone number, added payment method, added personal info. 

I just want to buy a book for 10$. And when i proceed to paying, error occurs saying that i have buying restriction and i can try later.

I mean, that is my first payment on ebay ever. How long should i wait?

It's probably your country, Ebay isn't shipping to Ukraine

Excludes: Ukraine 

that item can’t be purchased by anyone in the Ukraine or shipped there, sorry.

Right now, Ebay has blocked all shipping to Ukraine.

@kensgiftshop curious how you knew OP was from Ukraine, as feedback says 'United Kingdom' (although OP didn't argue it?)??

If shipping isn't free then is there a shipping cost?  Sometimes payments are blocked if shipping isn't  included.

If that's not the case try later.

They've changed it now, it was Ukraine when I first looked.

It was Ukraine before they changed it.
