eBay accepts debit cards. Your bank is the problem. Your government says at times some banks in SL will be limiting foreign transactions. Contact your bank.

eBay accepts debit cards and credit cards. Your bank is the problem. Your country is low on foreign reserves needed to convert the currency. So your government reported that at times some banks in SL will be limiting foreign transactions.

You can only pay with a credit card on PayPal because your country allows you to attach a credit/debit card to PayPal. 

Call your bank and tell them you're trying to pay for an eBay item and your card is declined.
