I have a person who won the bid on my item that is unable to pay. I believe the cause to be the fact that he is based in a country that I have excluded, but he has a US address as well. What do I do or have him do to get the transaction done?

That is a very large and expensive item to be messing around with sketchy international or based in the US using foreign currency or whatever scammy shenanigans. No thank you (if I was the seller).
Sell to someone based in the US with a US address, even at a lower price.

Has your buyer tried to pay using the US address for shipping on the order? If it's that $2K bag... proceed with caution.

Thanks for the replies. I actually think that it might not be the shipping address but maybe he’s trying to use foreign currency. Should I just cancel the order or try to go through it? Does it seem suspicious?

^^^ Not in and of itself... I can see that there would be an international market for that bag.
Boy... I sure wish we knew where your second-highest bidder lived. I like his numbers. But I digress...
Being as you don't ship internationally, you could cancel the winning bid and make a second-chance offer to the second-highest bidder. But I throw another fly in the Vaseline...

Usually when I sell, I only ship in the USA with priority mail. I always put at the end of my description all overseas bidders MUST use global shipping program. Trust me it will save you time and headache in the long run. I had many overseas buyers say they never got the item and some countries I just dont trust the postal system there. Hope that helps!
