Anyone else getting "Restricted" over & over by a Managed Payments system glitch? ~5 WEEKS NOW !!!

Since the beginning of March, I have been getting my account "Restricted", because I supposedly owed money (this is what Managed Payments is supposed to be managing in the Payouts). At first, the glitches would "Restrict" one night, and then "Reinstate" the next morning. So I paid little mind to it. Then it became more severe.

 

Since about the 2nd-3rd week of this, I have been on phone or chat every day, sometimes 2x - 3x daily to resolve this. Each time to the "Hold" is lifted, and then the next day (or even hours later) I am "Restricted" again.

 

Finally, at the end of Week 3, I noticed that the moment the system was generating a "fee" (from listing or sales), that it was designating me as "late" on paying that fee -- literally 3 hours after generating the fee (as in, getting Restricted for anywhere from $20 down to .10 cents)

 

1 month into it, I get SUSPENDED. All previously Active listings destroyed, through no fault of mine. Have to call in, and wrassle for over an hour to get it turned back on. Didn't know that Premium Store (1,000 free listings included) wouldn't auto-turn-on as well, and so I am now generating .35 cents per listing, like an idiot. Get Restricted numerous more times, until 1 agent makes me realize my Premium Store is no longer on. Geez guys...

 

After speaking for 5 weeks with over 30 phone reps, and 20 or 30 chat people, I decided that I would switch my payouts to WEEKLY, instead of DAILY. I figured this would alleviate some of any negative balance that may occur, and trigger the system restrictions again. No such luck. Now it just triggers at random.

 

On here 23 years, and never anything like this. Frustrated beyond belief with it. No bank account issues. No credit card issues. Everyone swears the "glitch" as they call it, is being ferociously resolved. Front-line phone reps (1st tier) haven't a clue, and it takes a lot of arguing to make it through to 2nd-tier reps, who are slightly more knowledgeable. The cookie-cutter responses are infuriating. So far, I have run into a small handful of reps who actually know exactly what is going on immediately, and remove the hold immediately, and submit a report. Otherwise I am on the phone 20-50 minutes each time.

 

They say there are other accounts affected by this as well.

Anyone on here?

And any solutions yet?

I just got an email today. "a friendly reminder". Says I owe fees. I check. It says "You do not need to make a payment your total due is US $0.00"  What is going on? They say they will restrict my account if I don't pay. I don't owe them anything.

DO NOT IGNORE like I did for the 1st week of mine... You gotta stay on them! Get that callback immediately.

 

Internal cause is unknown.

I believe the origin of mine may have been triggered by a refund.

This is happening to me too. The 1st tier support keeps reiterating the same stupid script about not having an automatic payment method set up, even though I have been automatically paying any balances for well over a year. Literally today my account was automatically charged, so I know it is still working. It is incredibly frustrating and is causing me to lose dozens of watchers on items that are not being automatically relisted.

It is interesting to note that yours may have been triggered by a refund, as I believe I also issued a partial refund a couple months ago as a shipping discount. The glitch may involve a lack of recognition on ebay's end of this refund being paid off by sellers, even though it is.
