eBay will send you a message when it’s ready. In the USA, I believe it has to be out by the end of January.

Somewhere between the end of December and end of January you should see it posted in your Taxes page of your Seller Hub.
FYI...even if you don't receive a 1099 it doesn't mean you don't declare your eBay income.
