eBay will send you a message when it’s ready. In the USA, I believe it has to be out by the end of January.

Somewhere between the end of December and end of January you should see it posted in your Taxes page of your Seller Hub.

FYI...even if you don't receive a 1099 it doesn't mean you don't declare your eBay income.  
This is odd...eBay says I didn't receive a form 1099-k for 2024....But I know I exceeded the threshold amount.  Whatever I file regardless of what eBay says

1099s, W2s, etc etc. are DUE END OF JANUARY. 

As has been the law since 1952.

I expect a flood of posts just like we got last year. To quote one of my posts from last year:

"The 1099-Ks from eBay have not been issued yet, however I do fully agree that the placeholder wording on the Payments>Taxes page is highly misleading. It should say something like Check back: sellers meeting the minimum will see a 1099-K by Jan 31 2024. Less informed sellers might see the current message and think they don't meet reporting minimums."

Here we are again devon@ebay kyle@ebay elizabeth@ebay  with the same misleading message saying sellers did not meet the threshold:
