You are in a different country. Below is a link to registering to be a seller, but for your country there would be some differences. You may need to contact Ebay for some assistance.
Please review the below link carefully. It contains very important information as to how Ebay needs to see the information you provide them on your account. It is likely easier to change your Ebay account to match your bank account if you find there to be a difference.

On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

https://www.facebook.com/eBay/
https://www.instagram.com/ebayforsellers/
Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

You are out of luck trying to deal with Ebay 'customer service'. They are the most dishonest, incompetent and unresponsive gang on any platform I have ever had to deal with. For over a month, they have been promising to fix their incorrect spelling of my name, somewhere in their machinery. I have spent hours of my valuable time contacting them and explaining the problem to them over and over, to no avail! I can't wait until they ask for their next store payment. They will be met with a lawsuit to recover my losses for their incompetence. I'm not fooling around. The CEO of Ebay must be a real winner (loser). Ebay is more like a big joke than a buying and selling site now. I was one of the first, successful sellers on Ebay 25 years ago. Myself, and others like me helped their success by treating customers like the gold that they are. This is a failing platform when they ignore their own sellers like this. Ebay get a new CEO and wake the - up!

Ebay does NOT "ask" for your store payments, they just deduct it from your MP account.
You may have already tried this, but in your Site Preferences, you can change how your name is spelled. You don't have to have Ebay do it. However this could affect your MP account. The name on your Ebay account must perfectly match the one on your bank account too.

You are in Nigeria and therefore Managed Payments require you to link a Payoneer account to get paid. After sucessfully linking it takes eBay 2-4 weeks to activate/approve your selling account. They'll send you an email when you're all set.

If you are not in the USA, you can buy and sell on the USA site but you must register/sign up with your actual country. Not registering with the correct county is why you can't add a way to receive payments and the credit card for buying might not work either because of your location.
