I posted about this in March. The bug is still active. The video link below shows the bug (it wont let me insert the video here).
When editing an Item Specific on eBay's mobile iOS app, users are returned to an incorrect scroll position in the "Item Specifics" interface after making a selection and clicking "Done." This disrupts the workflow by forcing users to manually locate where they left off. The occurrences in the video are not particularly bad. Often though, it will scroll far up or down the page. It is very annoying when it happens several times in each draft for each listing of 50 or more per day.

Basically, when I exit an item specific, I'm returned to a different position in the Item Specifics interface than the position I was in when I clicked into that item specific. It sounds minor, but most sellers go from top to bottom when filling out item specifics, so being placed at (or scrolled to) a random spot when you exit an individual item specific means you have to reassess where you're at in the "Item Specifics" interface for every change. That makes it take about 2x as long to draft on mobile iOS. This didn't happen 1 week ago, it is a new bug. Sometimes it scrolls up, other time it scrolls down.

I see what you're describing. The best thing you can do here @aplusplusclothiers is file a tech report. It's fast and easy and eBay does review these reports.
Options through the app:
1. Shake your device while the app is open and that will trigger the option for you to file a tech report or submit feedback on product features.
2. Anywhere you see the three dots or the ? you can tap on that to file a report. Screenshot below.
