eBay bucks are not considered when paid from mobile application

I'm using the official eBay application on Android, I bought recently 3 items but when I checked eBay bucks page, it says the following:

You didn't earn eBay Bucks for this purchase.

This purchase was not eligible for eBay Bucks because it was not purchased on www.ebay.com. For more details, see our Terms and Conditions.

I checked the T&C, these items are not in the excluded categories list, and I'm long time subscriber to eBay bucks, so I'm not sure what was wrong. It's not the first time I use ebay application for buying and I believe I recall bucks were being credited just fine even. I checked the community but there do not seem to be any highlights on such issue.

Any ideas?

I see your account is currently registered in the United Arab Emirates.

You must have a US registration address to use eBay Bucks.

Not really?

I have had bucks credited to me for several months. I even have two credited this month, but not the last two buys which I paid for using the mobile app.
