Perhaps OP is referring to the mobile app? I found this old post:
Yesterday the app worked fine but today it says it needs to be updated. Went to the App Store and no update is available for US. It updated 3 weeks ago. It won’t let me use the app.
I use a laptop, not the mobile app

What version number of the app do you have?
If you are having problems getting the latest Android version, make sure you have the latest version of Google Play Services and Google Play Store.

You may want to try uninstalling the eBay app, restarting your device, then installing the latest version from the Google Play Store or the App Store. That may help if there was a problem with a previous version not installing cleanly.
