Hi im the review you responded to on the apple App Store. I recently resolved the issue and got my money back no thanks to you or your scamming sellers. If you would please go through your sellers to make sure they aren’t scammers and actually validate buyer’s reviews on your website, that would be greatly appreciated and would improve your poor quality barter app. The scammer’s username is prejadd and he sent a FAKE package through UPS that never was dropped off or delivered. Please remove this user before he scams more people using your app. Thanks to all the trouble eBay has put me through I no longer will be using the app and will be having my account deleted soon.

eBay does not validate sellers, and eBay has no way to know in advance if sellers actually possess and intend to deliver the items the sellers list. eBay relies on reports from users to let eBay know that there are problems.
Even if eBay did thoroughly vet each individual seller in advance, that would not help if a seller's account was later hijacked by a scammer.
eBay does provide some tools to allow buyers to evaluate sellers, though.
In general, you can avoid a lot of headaches by choosing to purchase only from established sellers that have recent and past positive feedback as a seller for selling items in the same category that you intend to buy. If someone is selling a dozen apple watches, but has no feedback, or only has feedback as a buyer, or only has feedback for selling dress patterns or fishing lures (actual examples I have seen), perhaps wait until they have a track record of positive feedback for selling electronics before you buy from them.
You might miss out on a good deal from a new seller once in a while, and nothing can guarantee that you won't still run into a scammer anyway, but you can avoid a lot of potential problems by choosing to do business with established sellers. Anyone can put together a listing that looks nice -- it is not hard at all to simply copy an existing listing -- but it is much harder to create a history of consistent sales and positive feedback.

This whole reply is a lie and did not solve my problem at all. If eBay has tools to rate other sellers then why we’re all my reviews on the scammers pages deleted?? Customers and users on eBay are given a useless tool that can be deleted at the scammers will, how is this relevant at all?? You say there are ways to check if the seller is “established” Prejadd is an eBay seller and his account has over 1,000 positive reviews on seller end and buyer end. Why was I scammed with an “established” seller with years of experience???? Your “tools” don’t work and you also state that there are tools to help the buyer report listings, I’ve reported this user several times and nothing has happened. I’ve reported the listing several times and it’s of no use anymore. Unfortunately I have tried EVERYTHING in my power to enjoy eBay and I have been scammed, I’ve had my money taken away from and eBay has refused to help get my money back. eBay has refused to verify sellers and has continued to scam innocent buyers on this app. eBay has refused to remove scam sellers. eBay has refused to give me the customer satisfaction that other companies like Amazon, Walmart, and Poshmark deliver. Sorry but I will not be recommending this app to anyone and will further warn others of the dangers of this app

But before you leave, did you use the Money Back Guarantee to fix the issue and it didn't work, or did you not bother with that?
Also, everywhere you say "you" it seems like you believe we are eBay, its employees or its management.

You are not even talking to eBay. You are talking to buyers and sellers who on their own time help people. eburtonlab gave a good reply that got into what can be done by both seller and buyers.
By the way, there are just as many scam buyers out there that sellers have to deal with, so it not just sellers that would need to be validate. Everyone on eBay is a buyer and seller, there are no buyers only or sellers only accounts, they are both.
