I was about to sell something online digital and the buyer never payed they were playing around with the auction.

now I’m charged with fees 11$ it was automatically charged to my account now I gotta pay another 3 $ for what??

Have you filed a case for non-payment?  ebay has the means to verify there was no payment, and refund the costs related to this sale.
