What operating system are you using?
According to a post on the UK community boards, the latest version of the eBay app requires Android 10 or later, or iOS 17 or later.
There is another version of the app available for iOS 16 users; see here:
https://community.ebay.com/t5/Mobile-Apps/How-to-update-your-eBay-app/m-p/34920437#M50572
A possible workaround for iOS 15 users is suggested here:

If you cannot upgrade your operating system or find an older version of the app that works with your current operating system, you should still be able to use a browser to go to ebay.co.uk instead.
If eBay browser links are opening in the Android version of the app automatically, you can disable that by going to your device Settings: Apps: eBay: Open by default: Opens supported links and choosing "Don't open in the app". iOS users can tap and hold an eBay browser link and choose "Don't open in the app". Or just delete the eBay app entirely.

If you're unable to update its probably due to an outdated operating system.
You can always access eBay with your phones web browser. You may need to delete the app as the website may try to call up the app.

As each day passes, the likelihood of other apps not updating for the same reason, and sites not being available.
Eventually, even your browser will be unable to a level which will operate with all sites.
Develop your plan now for when and how you will upgrade your phone.

Nuts to eBay. If they cannot be bothered to give their users an App that still works on older operating systems, then I cannot be bothered using their marketplace. The whole point of the App was that it was portable, I don’t want to be stuck in front of my laptop. Which I won’t be. I’ll buy from Amazon, Vinted and such. I suggest you do the same.

There's no reason to be stuck in front of a computer. You can access eBay from a browser on your phone or tablet.
