App will not load and will not download from App Store

Have downloaded and deleted app twice in the last week. 

I have two step verification on so I am unable to access eBay on all my devices and will no longer be able to access it from any device due to this. 

app still won’t re download itself.

I’ve deleted my app that wouldn’t open now I can’t download it from the App Store, it been about a week now. What a joke!

App wouldn’t open at all so I deleted it and tried to reinstall from the App Store, but it doesn’t download, just the spinning circle of death....

I can access eBay by using Safari and logging on to the webpage direct using the phone, but the App is now deleted and can’t be reinstalled

I'm in US and have the same issue with not starting. Just a blue spinning circle now. I deleted and re-downloaded the app from AppStore and it has less function now. prior to that, I started to get "no internet connection" error. I was getting cellular data as confirmed by opening other apps. I've always had troubles with ebay app on my iPhone. I have a iPhone X 256G iOs 13.1.3.

Can you go into the app settings under the general settings on your device and make sure the Ebay App has access to cellular data.

I have also downloaded the latest update from apple, now I can’t open up my eBay app anymore. I’ve tried the suggestions you gave but that hasn’t worked.

My eBay app wasn’t loading so I went into settings and went into the eBay app turned off the mobile data and turned it back on and reset my phone - it worked for me, now the app is working fine

I have an iphonemax. I updated the app today and now I cannot open the app, it just crashes. 
move deleted it from my phone and tried to reinstall it, but it won’t even begin to download.
