Does anyone recognize the mark on this New York pin?

Looks like CTE to me and almost looks like there might be more letters covered by the pin hardware.

I guess it doesn't really look like a maker's signature mark.  Could you tell me anything about the brooch such as approx. age?  Is this pot metal?
