I agree. Yours does appear to be a decorative painting of the "hang and
enjoy" school. Here's a sold eBay listing for a landscape of the same
scene signed "Rossini" but in a different hand.

I strongly suggest you don't replace the lamp shades. They are integral
to the design integrity of the lamp. If their condition is poor, they
can always be professionally recovered.
