What should I do?
I bought a "new" $1,550+tax camera that arrived yesterday. I found a sales receipt in the box to someone else inside the box - it was sold on March 2020. So this was a returned item. I checked the shutter count - it was already used for 496 shots, so it is clearly not a "new item" as advertised. Then I checked the components and some cables are missing, also there is no valid warranty from the manufacturer as it is only valid to the original owner.
I was disappointed of course. I wrote to the seller offering either (1) send a partial refund to me, (2) I will return it if they provide return shipping. The seller ignores my messages.
I tried to call eBay customer support but I am referred to the website only.
What should I do? Thanks.

Why would you call Ebay? Just file a item not as described case, use the Resolution center, below. The seller will be responsible to provide you with a return label, unless this is a foreign transaction? Then the seller is required to provide you funds for return shipping at Paypal.
