It has happened several times that the "live chat" is unavailable during times when it should be. Can anyone explain why this is? It amounts to NO CUSTOMER SERVICE

The problem you are facing may have something to do with the fact that you are located in the U.K. but have some how been redirected to ebay's U.S. based site ( ebay.com) Your home site's address is (ebay.co.uk )
If you use the app you may have to manually login to ebay in the U.K the classic way with your username and password.

Just my opinion, but I honestly believe ebay doesn't care enough to want to provide REAL customer service.

And when they do, they usually give the wrong information.

Ebay has invested in automated procedures and extensive seller help files.
They increasingly believe that customer service by humans is rarely required and usually a waste of time and money.
Many Ebay sellers also believe that customer service by humans is rarely required and often wrong because when there is an issue which cannot be resolved by automated procedures, it is beyond the knowledge and training and responsibility of Ebay's human customer service.
This is a major part of the reason this forum exists, for other sellers to point those who cannot understand the seller help to find the automated procedures.
