what happens when you are the buyer and you pay with PayPal and you cancel and order and 3 days go by and the person did not respond to your cancelation request? please note the item has not been shipped nor have I heard back from the seller.
Do I get a full refund if he does not reply to the cancelation request when the 3 days are up assuming he doesn't just randomly shis the item and not even respond to the request..
which would be stupid, because there would be no point in returning the item since Id have to pay another 16 dollars to ship the item back.

Thanks, missjen, I was in fuzzy territory there so I appreciate your sharing your knowledge.
I imagine the 7 days is to possibly allow for delivery if the seller has already sent the item. What do you think/know, if you don't mind sharing that?

Googled and found this:
Wait for the seller to approve your request. If the seller approves your cancellation, the order will be canceled and you won't have any negative marks on your account.

Maybe deal dash would be better suited to your discriminating buyer needs... I'm surprised the "guy I've cancelled quite a few orders in the past no problem" hasn't blocked you by now.

Once again, a seller does NOT have to cancel simply because you've requested him to. No, it's NOT your right to cancel. No, it doesn't matter whether or not you found him another buyer.

" or am I out my money and a product that he can't ship because he has passed"
Did you take just one moment to look at the eBay Money Back Guarantee on the listing?
If you do so you will see what to do if the item does not arrive by the Last ESTIMATED Delivery Date.
" it is his obligation to pay attention"
It is also your "obligation" to see how you are protected with eBay & PayPal.

Please don't assume the seller is dead. He has three days. Your item may already be in the mail to you. He may decide to not cancel and the three days is his processing time for shipment. In any case, he or she may feel uncomfortable communicating with you at this point. There may be nothing to be said that will not agitate you further.
Having cancelled other transactions, your account may be in danger of being suspended. Finding another buyer does not have anything to do with it; but if he ships, you now have someone to sell it to, if you don't want to gift it to someone.
You want an assurance of what the seller will do and no one knows that except the seller. That is why you called me out on my answer, saying you did not want an ebay textbook answer, but that is the only answer anyone here can give.
Time will tell.

Again, you have the right to request to cancel an order, and the seller has the right to accept or deny that request.

KELS..
Do you not realize that most of the posters who responded to your question--are Sellers themseves? And most of them after reading about your habit of Cancelling Orders----have now put you on their Blocked Buyer Lists---to make sure you will never be ableto do to them---what you say you have done to many other Sellers.

If you have "cancelled quite a few orders in the past, no problem", then you have been very fortunate.
Not everyone will agree to the cancellation. They can deny it, report you, and send you the item. They are backed by ebay who allows them to deny the cancellation as cancellations should be rare. That is why it says before you bid or buy that you are entering into a binding contract to purchase the item. Just a few of those violation reports may block you from buying from many sellers. Just as the many sellers who read your post may have added you to their Block List.
Sorry, I know this isn't what you want to hear, but no one can guarantee your cancellation will be accepted. Not my rules, ebay rules.

it is my right to cancel and order I purchase I gave a perfectly respectable reason
How were you able to give a reason when you requested to cancel transaction?
There is no comment box on that page! Which you probably know, since you've done this several times.

I commend you on your attempts to educate this eBay lost sheep, "bud". 😉
Thank you very much! One can only try, OP asked but didn't like the answer. He wanted something definitive, but that is not my or anyone else's call, only the seller that he requested to cancel with can answer that, as you know. Not my rules, ebay's rules. Oh well. Thanks again, princess_phones.

Only the seller can cancel the transaction, and they aren't required to do so. If they won't you will need to wait for your item to arrive. Don't bid on/buy items unless you are sure you want them.
As for thinking the seller hasn't shipped you have no way of knowing that. Sellers aren't required to ship with tracking, and they aren't required to mark the item as shipped so the item may already be on the way to you.
