Your buyer must be new or inexperienced. If they want to cancel an order and you agree, then the shipping label cost is part of your refund. Unfortunately, you will not be refunded for what you paid for the label for 30 days, as long as it is not used. If you paid for the label using PayPal you may have to remind them that the label was not used on day 31 if a refund is not processed by then.
When you send the refund, it should not include the $0.30 cent fee charged by PayPal, which PayPal keeps.
You should change your international shipping policy, to U.S. only until you have more experience selling, and even then limit international sales to a few countries.
