I wanted to purchase two items from an international seller so shipping would be expensive for them. I used "Request total from seller" to see if they would offer combine shipping for the items. The items are trading cards so shipping should be easy to combine.
After "Request total from seller," an automatic response was generated that the seller doesn't accept this feature. I was still committed to buy both items. I messaged the seller that I didn't want the items unless shipping could be combined. No response was given to my message from 4 days ago.
eBay should have not allowed me to "Request total from seller" if it already knew the seller wouldn't accept it. I don't want my account penalized for eBay's oversight so what should I do next?

That isn't the way it's supposed to work. So either you misunderstood something or there is a glitch which is completely possible. The request total does give you a commit to buy so you should message a seller to be sure they will before committing to buy. There is no automatic rejection if the seller has it where they don't combine shipping the request total button is greyed out and not clickable

You should have inquired about the discounted combined shipping BEFORE you committed to purchaseing the items. If the seller does not provide discounted combined shipping, you will need to pay for the items as shown on the listing(s).

Contact your seller again in a very polite manner and request a revised invoice with combined shipping.

I read from this eBay forum that "request total from seller" was the proper way to ask for combined shipping. I was committing to buy upon acceptance of my new requested total.
It was automatically rejected so I now I do not want the items. The automatic rejection should prevent me from being committed to buying.
eBay's phrasing on the "request total from seller" page didn't make it clear that the commitment would be upheld even if the offer was not so this is an oversight.

The "request total from seller" is NOT an inquiry into the seller providing discounts for combined shipping. It is only used IF the seller DOES provide discounted combined shipping. Your commitment is a requirement to pay regardless of seller's willingness to change the shipping charges for combining items in one shipment.

None of that was clear before my offer. That is why I'm bringing attention to this problem. eBay's poor phrasing of "request total from seller" is the source of this problem.

It is only unclear that you're only requesting a total only:if you don't read the button you're about to press.

You wouldn't even have that option available if you had not already committed to purchase. It only shows up between purchasing the items and paying for them.

I added the two items I wanted to my cart and pressed "request total from seller" from my cart. After completing the page, I got the automatic rejection. I didn't make any commitment before requesting total from seller.

What new requested total? You only asked what the combined total would be if the seller offers or is willing to combine shipping.
When you commit to buy, you do that at the stated price and shipping cost shown on the listing, because sellers are not required to offer combined shipping.
In the future read everything on a listing page. If a seller does not specifically mention that they combine shipping, contact them and ask if they do combine shipping.
Sellers do not have to agree to cancel transactions either, so you will either have to pay, or you may receive an unpaid item strike if the seller opens a dispute and you do not pay.

Again, I wouldn't be posting here if eBay made any of what you said clear. What happens now seems to be up to the seller and I believe there is nothing more that I can do.

This issue would not be a problem if you would have cleared up questions before placing the items in your cart. A seller is not required to combine shipping. Combined shipping does not automatically include a discount.
