Just having a Payoneer account is not going to help you sell here as Payoneer is simply the money processor eBay uses to transfer money to your bank account and does not work the way Paypal did to pass funds on to you.

I don't believe that it is an approved payment method for all eBay sites.  However, much depends on whether your country of Sri Lanka treats it as they do PayPal, I suspect.  If your country doesn't permit its use to receive funds it probably won't help in the current seller situation in your country even if approved.
