How do you leave feedback and complaint to ebay to get refund about items bought more than 60 days ago since items turned out to be poor quality and deteriorated? eBay customer service forms have made it impossible to complain or provide feedback.

You have a 180 days to open a case though PayPal.

You have 60 days from the date of purchase to leave feedback. No exceptions.
You have 30 days from the date of delivery to file a return request with ebay. If you've missed those deadlines, ebay doesn't want to hear your complaints.
If you paid with paypal, you have 180 days from the date of payment to file a dispute there. Return shipping is on you.

The Paypal Resolution Centre is at the top of your PP account page under Tools.
The first suggestion is to contact the Seller.
All you want from him is a refund OR the return shipping.
When the tracking shows the item returned , you should be refunded.
If he offers a replacement or a partial refund, refuse. These are not going to happen.
If neither refund nor shipping happen, ask PP to step in and Escalate to a Claim.
You will be required to return the item to the seller on your own dime.
Use tracking.
When the item shows as delivered, PP will refund you.

The seller is not required to pay Return Shipping by Paypal.
Agreed.
But the buyer may as well ask for it. Asking costs nothing.
It's like (and I'm wandering from the topic here) accepting a photo of a damaged item instead of insisting on having the shards shipped back.
There are rules to control bad behaviour, but adults can often work together to find a solution.

I'm curious as to whether the problem is caused by the item not being as described or something like expecting Rolls Royce quality at Yugo prices. The part about "... items turned out to be poor quality and deteriorated..." sort of makes me curious. Frankly, if the item arrived SNAD I would question why you waited more than 60 days to address the issue.
You can, of course, file a dispute with PayPal up 180 days, I believe. However, I'm not sure that the deterioration of a product with use can be said to be same as the item not being as described upon its receipt.
