I purchased iPhone 12 in June. Ex display with box. It has thin bright line across screen. The seller wants me to return after putting back to factory settings posting at my own expense. EBay says the 12 month guarantee only one month. I don’t have another phone. Is this normal practice?

If you bought the item in June, you're way past your filing time for "not as described." The seller is under no obligation to do anything for you. So that he's offering a refund is a gift!
After the 30-day MBG expires, any warranties are then with the manufacturer.

They haven’t offered refund just said they’d look at it.

There is no warranty on most items sold on eBay. eBay covers you for 30 days from delivery. If you paid by credit card, contact your card company. Any warranty offered is by the seller. So, it's up to them what they do.

Buyers are expected to inspect their items within 30 days of receipt. Once you're past that, you're SOL unless the seller chooses to take the return. But they don't have to do so and are not violating any policies in refusing.
If you buy a vacuum cleaner (or a phone) from Walmart, after the return period passes, any warranty claims are to be handled by the manufacturer.
Did you contact Apple for whatever is wrong with your iPhone 12?
