I paid $90 for item from China (ink-jet print head). Wrong item was provided. I paid $35 for return shipping. Parcel Monkey tracked item to China then nothing more. E bay says seller's return window has closed. Sorry.

Unfortunately @milleguthr you went with a fake money back guarantee.
In the real eBay Money Back Guarantee, the seller pays return shipping for "Wrong item sent":
Then when the tracking is delivered back to the seller, or if the seller never paid for return shipping in the first place, the real guarantee forces a full refund.

Since you do not have tracking showing delivery to the address on the return you did not meet the terms of the buyer protection policy.That is a failure on the postal service in China and maybe the postal service you chose.It is not ebay's fault

OK, I will take your word for this. However, online directions said to communicate directly with the seller about problems, which I did in good faith. The seller seemed in no hurry with many emails containing much superfluous communication (like, "carefully read manual", even though there was no manual). Eventually I was asked to provide photos and then a video showing the problem (print cartridges from my printer did not insert into replacement printhead), then the seller offered a refund of about 25% of what I paid. I didn't accept this and then was instructed by seller to mail the item back to address they provided, which I did. The parcel monkey tracking showed the item cleared customs in China, and then nothing else (for 3 weeks now), so maybe the address was bad. Now when I contact ebay about this, the eBay contact person I spoke to told me the seller return window has closed, and the eBay software blocks any further questioning regarding this item, so I have no recourse. Also I am unable to offer feedback about the seller. It seems in this case that the seller was acting fraudulently in not informing me of the ebay return policy, and ebay is complicit in not allowing customer feedback about this seller. If ebay were the reasonable trustworthy company that it makes out to be, this seller would not be allowed to continue to sell on ebay.

Not fraudulently but definitely in their own best interest.
If you aren't going to read up on the ABUNDANCE of protections ebay gives buyers and use them...well that's your fault.
An expensive and embarrassing mistake for sure but one I bet you don't make a second time.

and ebay is complicit in not allowing customer feedback about this seller.
You only have 60 days from date of transaction in which to leave feedback.
