So I was bidding on a item and I was winning you can say I won because I did. But they said I was outbid and I lost **bleep** they didn’t notify me when I was outbid like they usually they do at at the end of the auction when the time was going down. But they said I was outbid by like 25 second I was winning at that time and didn’t get no outbid notifications.

If you were outbid close to the end there was not time to send a notice and ebay is not required to send one so it should not depended on(also site traffic,connections etc may delay them)
You did not win.

eBay "outbid" notifications have never been timely. And expecting to be notified when you're outbid at the 25-second mark is unreasonable. Would you have bid more? If so, you could have done that at any time before the auction ended.
This is on you, not eBay. A 9-year member should know how the bidding process works.

I placed a good bid 135 the auction was at 127 so i thought i was in the safe zone but I guess I was wrong. Plus I know how bidding works but they always notify me on time but today was different.

You are bidding reactively and that may not work.
Figure out your max bid beforehand, enter it in the last few seconds, and you have a better chance of winning. If you lose, and really wanted the item, but needed to rely on an outbid notice to bid again, then you did not bid your true max in order to win.
If you did bid your true max, the other person just had a higher true max and/or wanted it more.

Okay I usually bid at the last few seconds with my max bid but today I just wanted to bid at early time like 1-2 minutes before the auction end. But I take your advice for the future thanks.

You are very welcome. I just hate to see someone depending on those your outbid notices because, like you found out, you may not get them in time to do anything. That is why if you really want something, figure out the max you want to pay for it. Remember that others may be waiting to bid at the last minute, too. So when you snipe in the last few seconds so they don't have a chance to outbid you, you are also taking the chance that YOU won't have the time to outbid THEM.
The best example I can give is an auction I was in many years ago. I didn't know enough to bid at the end then, I was a newbie and felt that somehow bidding early was staking your claim on it, LOL. Was the only and high bidder for the whole week, with my cushion bid on it, when in the last second, a bid came in and I was outbid, with no more time to bid again. Took me six months to find that thing again!
No matter how experienced you may be, there is no guarantee that you won't still be outbid. Trust me, I know!
It sounds like you did bid your max, then, but someone else just bid more. It happens. I've lost things and wished I had bid more. Hindsight has a way of changing your mind. It can be tricky but if you have those kind of regrets, then you did not bid your max. Of course, I realize there are financial considerations and you don't want to bid more than you can afford.

Reactive bidding is not a good bidding strategy on time sensitive auctions.

No, you were simply the highest bidder at the time. You don't win an auction until it's over and you're still the highest bidder.

I have also been the "winner" of a listing right up til it ended, and through the ending, only to get a you're been outbid notice a few seconds later, while I am still doing the happy dance.
Talk about a let down and a disappointment, but it happens.
Now I hold my breath for a few seconds, hoping I really AM the winner.

What if you had been notified?
What if you had been there to read the notification? Would have been able to move from the notification to the item to place another bid in 20 or so seconds seconds?
What if you weren't there to read the notification at the 25 second mark.
What if the bidder that out bid you was also outbid by another higher bidder?
Would you have expected another outbid notice? You would not be getting any notification since you were already out of the bidding.
What if you had out bid the very highest bidder by the bid increment plus five cents a few days earlier than 25 seconds from the auction end? Therein lies the solution.

As you now know, and as the others have said, don't count on the email.
Some email notices that I have gotten from eBay have been over 12 hours later.
I got one last week so late that I thought I had sold another of an item that I have multiples of. I had the payment notice from PayPal, and had shipped the item.
