You're in Australia.   Some sellers do not ship 

to International buyers.

If you really want something,  Sometimes you can 

message a seller and ask him (Or her)  to ship to you.

Worst thing to happen?   They say no.

It's nothing personal.

On a listing page below the item price the Shipping cost and service is given along with a See details button. If you click on that you can see if the seller will ship to Australia or not. 

  If you have received 2 unpaid item strikes in the last year, you may automatically be being blocked by sellers who have chosen that Buyer requirement.

Most sellers will block a buyer who’s left them negative or neutral feedback … and you’ve left quite a number of those.

@opoblb  the problem may lie with all the apparent problems you have had over the years. If you made an offer on one of my items and I reviewed your account, I would block your account and decline the offer.

You account has the appearance of a problem buyer.

have you bought from this seller before? there is an option to block buyers or bidders and the seller can do that to block a buyer from buying from them. 
usually happens if the seller had a bad experience or a false claim with a buyer so they block them to prevent this from happening again. this might be it or it might be location restriction on the listing.
