Yes.
A seller can cancel any bid at any time before the auction ends.
A bidder can retract their bid if the auction has more than 12 hours left. During the final 12 hours, a bid can be retracted by the bidder only if it has been placed within the previous hour.
When a bidder starts the retraction process, they must choose a reason from the short list of valid reasons. But this is not enforced; if they lie, they are not penalized.

Sellers can cancel a bid for any reason up until the time the auction ends.
Buyers may retract bids for a very limited number of reasons up to 12 hours left until the end of the auction or up to one hour after placing the bid if it was placed within the last 12 hours of the auction, I believe.

During the final 12 hours, the seller can cancel any or all the bids but the only way for the seller to end it early is to sell to the high bidder.
