This concerns me. I ordered an item on 5/25/2018, the price as they say "was too good to be true", but if the seller was unaware maybe they just wanted a quick buck. It was a $100 part sold for $20 but not everyone is looking for it. 13 days later I get a warning message from eBay titled "Your recent eBay transaction may be from a compromised account". Nothing else, no refund, etc. I log into PayPal and the transaction is still "Pending".. another 3 weeks go by, but I still monitor the transaction because I want to see if I get refunded. My card was charged 1 day after I placed the order.
I checked 1 and 2 weeks after that message and my PayPal account still showed "Pending" on the payment status - they never withdrew funds from my account even though the charge was made to my credit card associated with the PayPal account. Tonight I logged on and the transaction shows as "Completed". The links to the original auction on eBay are long gone. I can't view the auction or open a case from the original auction listing. I had to go to the resolution center, sift through all my orders to find the item to put in a case. 20 minutes later it's resolved with a refund.
When I try to search for the transaction in my PayPal account it fails completely, searches forever when I search by Auction Number or exact transaction ID.
I advise everyone who has had an open case for a "compromised account" check to make sure they actually received their funds back.

You do not say anything about whether or not you received the item, so I'm assuming you did not since you still wanted a refund weeks later. If the estimated delivery date had passed before, or shortly after, you received the message from ebay, you should have filed an Item Not Received (INR) dispute as soon as you could. If the delivery time frame was possibly over 60 days that and the price should have been a warning that the listing was a scam.
Since you did receive a message about a possible hijacked account while the payment was Pending, you could have canceled the payment through PayPal then.

Item never received, eBay removed item from the site completely so no way to look it up, contact seller, etc. There was no way on eBay to open the case since the item didn't appear in my recent orders list. In PayPal the transaction was listed as "Pending" with no way to cancel or stop the payment. I just kept checking up on it week-after-week to see what happened. I would have expected it to fail/cancel but the payment went through, that's what bothers me.

You can't file a case for this through eBay. If your payment is showing as pending you need to call eBay and ask them to process a refund. They can do this while you are on the phone.

All of this is moot. He got his money back. And he OP couldn’t file an INR while payment was pending. And not all pending payments can be cancelled. He handled this the correct way. Once his payment was completed, the INR was filed & he was refunded.

The payment went through because ebay doesn’t handle payments & cant stop it from going through. And since the payment status was pending, they couldn’t do anything about the refund. Once payment is complete, as you now know you can file a case with eBay. If the payment hadn’t completed within 30 days PayPal would have cancelled it automatically
