I bought a 1/43 diecast on May 15th from a seller in Grimsby, UK, purchase total was GBP 21.72, $28.49. EBay stated the estimated delivery date was May 29 - Wed, Jun 12. It was listed as Buy it Now, no bid or offer. Package was shipped a few days after purchase, and the tracking number given said the package was not in the system yet.
On June 6th, the tracking was still saying the same thing. So I contacted the seller about it and this was their response.
"Good morning
Please let me explain that. You can't track the shipment because this service (International Tracked) is very expensive and 500 grams parcel costs about 20 british pounds (to the USA). I send all parcels abroad International Economy. This service 500 grams costs me 10.35 british pounds. You paid 21.72 (postage + car) summary you paid 6.99 postage. Ebay paid me only 17 british pounds. I cant spend 20 pounds for postage for tracking service because this is not business for me. Post office need more time for delivery. I have no problem with delivery to USA. Some customers get parcels after 2 weeks but another customer after 1 month. Accroding with rules North America in up to 6 weeks. This is not my fault, I do nothing with delivery. Please be patience, im sure you get parcel soon.

I have bought things from the UK before and they didn't take 6 weeks to arrive. But I waited until June 30th. Nothing. I opened a item not arrived case and a couple days later, seller sent this message.
"Good morning Post office informed me that your parcel returned to England. I really dont know what happened. Tomorrow I try find out and send again or refund. Thank you Kind regards "
Then a couple days later, the refund was processed. What really baffles me is how did the seller manage to find out a package they sent six weeks before was sent back without a tracking number? The number I was given always said it wasn't in the system. The seller also never explained the details regarding why the package was sent back. And from the seller's first message, it gave me the impression I didn't pay enough for shipping. I paid what they had the item lusted for. I didn't make them an offer for less. So I was curious if this situation would warrant leaving negative feedback, or natural?

If it's a new seller, I would say no. They got in over their head but I would not be that hard on them. If they have been selling for some time, then they know better. A neg in that case would not be out of the question.

According to their page, they've been a member since 2018 and have sold 11,000+ items. Does that make a difference?

Check their user or feedback page, directly below their username it will list what country they're REALLY in...
Going by the grammar, I'm willing to bet it will say "CHINA"

It sounds like the seller was lying and probably never sent it.

Its up to you if you want to leave feedback. The fact it has taken you this long to ponder and make a post on what you should do may be a sign that you really do not want to leave neg feedback. Maybe upgrade it to Neutral or just ignore it.
I would just move on and make a mental note not to purchase from them again.

Even if it was China, I've bought diecast's and resins from China before. I've had more trouble from sellers in the US than I have from other countries.

Either you looked at the wrong seller's feedback profile page (member since 2018 w/ 11,000+ FB) or the seller made a big mistake when listing the item with seemingly Free international shipping for £21.72.
They would have known they couldn't ship internationally w/ tracking after ebay's fees. If they were actually China based (many Business Sellers located in the UK are China based) They could have sent the item to the U.S. from China for much less than they told you.
When you were informed of a refund being sent, was a reason given for cancelling the transaction? If there was, it would be interesting to know what reason the seller selected. Because of the refund I do not think you can leave a non-positive feedback. But if they left you one, you could reply to it with a comment stating what happened.

If you have been made whole, then I would just move on and leave it alone. Why waste any more time or emotion on this?

I went to the purchase history and clicked onto the seller's name under the item and went to their about page.
No, the seller didn't give a reason anymore than saying it was sent back to England. When I opened the item not arrived case, the seller responded to it after a couple of days and said it had been sent back to England and they didn't know what happened. And they said they'd either give a refund or see about shipping it again. What I don't get is since the tracking number they gave me always said the item wasn't in the system, how could a post office find a package with the same tracking umber that was sent six weeks prior? After a a couple of days, they just processed the refund and eBay closed the case. The seller never said anything further about what became of the package.
And I checked, they did leave me feedback after I bought the item.

I was more curious what others would do in the situation. I'm not worried about it honestly.
