When I try MAKE OFFER, I get this error message..

Has Anyone had the same issue with me?

I need help..CS won't ever reply me back..!

 

Whenever I make OFFER,

I get this message saying, 

Sorry, you are not allowed to purchase this item. This item is available to buyers who have not received or more unpaid item strike(s) in the past month(s).

 

I do not understand because I have way more bought items (probably over $2000dollars spent)

and I only have 5 unpaid items in my cart.

 

Can someone please help me?or anyone know how to resolve this issue?
I tried contacting CS and haven't heard anything from them..

Sellers have the protection of culling some buyers... one of the reasons is for too many unpaid item strikes and it sounds like you've racked some up. It's simply a method to prevent sellers from wasting time with non-payers.

 

The items in your cart don't count (in this regard), but previous 'non pays' do.

You have unpaid item strikes, a lot of seller have short restrictions on this.

It is not worth their time to mess with non paying bidders.

You apparently have two or more unpaid item strikes on your account.  The seller is one that has set up their preferences to block such buyers.  You will probably run into this issue with other buyers as well.

 

My best advice is to in the future pay for your purchases.  There is nothing that you can do if you already have strikes on your account.  You'll need to find sellers that are willing to sell to you for at least a year, I believe.

The message is not referring to unpaid items in your Cart, it is referring to Unpaid Item Disputes that were closed due to your continued non-payment at least 4 days after the case was opened, which it was opened at least 2 days after the transaction occurred.

 

Go to the Resolution Center (link at the bottom of this and most ebay.com pages) and down to the section of your cases, set the filters to display ALL cases within the last 18 months.  The cases that resulted in your strikes are those Unpaid Item Disputes that you lost.  Those that count against you depend on the seller's settings as to how far back eBay counts (some don't have the block set at all, some go back 1 month, some 6 months, and those who know what they are doing go back 12 months), the time is from when the case was closed against  you.  The minimum number that the seller can choose to set off the block is 2 strikes, so the day after the 1 year anniversary of your second-to-last strike you won't be blocked by anyone under that block (though that doesn't mean you are not subject to other blocks, like the Blocked Bidders/Buyers List that sellers can add any specific user to for any reason).

 

Note that there are sellers out there who don't have the block set at all or set more leniently than 2 strikes in the last 12 months.  When you buy from one of those (you'll
