If I get the card and PSA notice before 30 days from delivery, can I still work with the seller/eBay for resolution? On the original listing, it says the seller does not accept returns and the guarantee is only 3 days from delivery.

Unfortunately you have no recourse through eBay. As you've discovered return cases on trading cards must be opened within three days of receipt of the item. If you made the purchase through PayPal you have 30 days after receipt to open a case there. Or you can dispute the charge with your credit card issuer.

The seller's policies are overturned by eBay's policies,
You have 30 days from delivery to open a Claim with eBay's Money Back Guarantee.
Do it now.
I am not sure how this works when the item fails authenticity checks.
You are also covered by the chargeback feature of the credit card you actually paid with, for up to 180 days from payment.

Those cards, they only have 3 days to file for a return through Ebay.

Some credit card issuers allow disputes for six months or sometimes even longer. But legally they're only required to accept disputes for 60 days from the billing date of the statement on which the charge first appeared.

I am assuming you received & sent it out to authenticate yourself vs. it failing the ebay authentication process?
