Hey.
I was checking out an item and noticed it was originally shipping via Ebay GSP, which specified Import Fees. About a couple days later the shipping company for the item changed to USPS and Import Fees were no longer declared.
Question: Is this good or bad news?
Good: no import fees
bad: import fees still remain, but now I have to find how much when the shipping company contacts me / asks for money on delivery
Shipping from U.S to Egypt

You will have to pay customs if it's a dutiable item no matter how it is shipped.
GSP means they collect the fees in advance and there's nothing due at delivery.
When it's not in GSP the buyer pays the custom fee when it's retrieved or before it's delivered.

Using GSP only the buyer sees the true cost; the only cost you see is the one charged to get that item to Kentucky (and if going USPS, would still show USPS to Kentucky)

I don't understand. And what does Kentucky have to do with this?

GSP is the Global Shipping Program
They are located in Kentucky
That is where a seller will ship their item to, and in turn, they 'repack' the item and ship it to Norway, or wherever the buyer lives.

Thanks for clarifying. So does this mean that USPS will charge me the import fees that the GSP would have?

No, a listing using GSP will show you the cost (if the seller inputted all correct info for GSP to calculate everything correclty)
If a seller is listing shipping directly (worldwide) and shows a 'cost' for shipping, this amount will NOT include any taxes (if ebay is required to collect for Egypt, then it will be shown only when you check out) , but NONE of that will include any CUSTOMS fees; you will be charged that (possibly) when you get a card in the mail from your postal service to 'pick up your item at customs etc.)

In the US (and I believe also the UK) we have the Global Shipping Program. The US hub is located in Erlanger, KY. There are US sellers who prefer, for whatever reason, not to ship internationally. This program enables an international buyer to be able to buy from those sellers who have the GSP enabled. The seller ships the product to that KY address. It's then repackaged. That reshipping facility then reships the item to the buyer. This does, of course, cost the buyer an extra fee. Also, since that address is the shipping address, the seller's only responsibility is to make sure the package gets to the GSP facility.

Looks like the OP is located in Egypt so unlikely to use the GSP except as a buyer.

Yeah. The item is already ordered and will be shipped via USPS. I asked my original question to know if I should prepare some money for customs fees

Best to do so the be safe:
Your invoice for the service should show if it was charged or not: also check your payment method.

The person who paid for it used a prepaid mastercard.

Wait--I thought you were the buyer, as in "the person who paid for it".

Does it make a difference

There is no way to know what Egypt's laws are. You should contact your government to ask if these things matter.

They don't. And it is not relevant to what I originally asked
