Post office cant seems to get orders consistently correct. They’ve had plenty of time to hire more staff and work out any glitches, issues. Priority mail is 2-3 days not 2-3 weeks. First class shouldn’t take more than a week. I have had birthday mail that’s never shone up with $50 gift cards months ago. My current issue EBay seller sent package from CA to TN and package came to TN but was returned to CA now back on the way to TN. That’s incompetency.

Sounds like you need to inform USPS, not Ebay.

The "next facility" in the last scan could be back to the seller's city. I think you had best call the USPS customer service number, and have them open a missing package claim, not a service request. Also ask if there was a reason the package was sent back to Ca. from Tn..
In running the tracking info I see the chosen service is 1st class package. If your seller does not have a commercial USPS account the cut off weight for a first class package is 13oz. If it was over 15.99 oz. That may have been picked up at the Tennessee facility and sent back to Ca. rather than delivered with a postage due slip.
FYI> 1st class and Priority Mail estimated delivery time frames do say from 1- 3 days, but there are disclaimers about them.
As for the missing gift cards if they were sent without tracking who knows if they were delivered and grabbed by a porch pirate or simply got lost. The Pandemic wreaked havoc with the USPS' deliveries and lots of mail did go missing.
