Recently I purchased an item and seller provided a working tracking number from USPS a few days later it indicated that item was delivered but I never received it. I filled a complaint and seller indicated it was delivered I had ebay intervene and ruled on favor of seller because ebay only took the time to read that item was delivered but didnt matter to who or where
I was not happy with this and did some research turns out to be that Ebay's tracking history is not as detailed as the one on the USPS site. I tracked the package with the postal office and it indicated the item was Shipped by amazon from Jacksonville florida when item was listed in california and of course not sold by amazon. I was able to appeal my case and got my money back.
Then i bought the same item from a different seller 5 days after payment item was not shipped and seller wouldn't answer my messages, so I wrote a negative review to seller only then he appeared and gave me an UPS tracking number next day air indicating that item was delivered then again never received. I went to the UPS site and was able to open a chat with an agent they confirmed the item was not sent to my address nor to my name but to my city, it was also curious that the weight of the package was 0.10 lbs when I bought a metalic dog crate that should have weighted at least 20lbs. I was able to screenshot that conversation because i knew ebay would rule on sellers favor just because item indicated it was delivered . It was very strange to me that i paid $29 for the item and got free next day air??? For 29ds ??? Then again item was shipped from a different city than one listed and delivered to my city. I was able this time to file a claim and thanks to the screenshots I was able to get a refund.
Here is the bottom line somehow this sellers are able to get Real tracking numbers with a shipping date after purchase and delivered to your city but sent to complete different people and from complete different origins.
It is very frustrating that Ebay sides with this sellers by not doing some homework and looking at the complete tracking history. So many red flags were present and ebay did so little to give a proper solution.
All of the sellers were of asian origin but supposedly items based on the us. Items were not shipped using ebay's print shipment labels tools, seller enter any tracking number they want and this is enough for ebay to support them as long as it says delivered.
Never using ebay again

The reason that eBay resolved the case in the seller's favor is because the tracking showed that it was delivered although you claim that you haven't received it. Have you contacted you local post office or checked with your neighbors to see if maybe they secured it for you? Have you asked your mail carrier about it or other family members that may have received it a placed it somewhere and forgotten to give it to you?
Anytime the seller can furnish tracking from the carrier that shows that the item has been delivered eBay will take that to be true over your merely stating that you never received it.
In addition to some of the possibilities I mentioned in the first paragraph, there is the possibility that the item was stolen after it was delivered to your location. Have you heard of any such thefts occurring in your neighborhood? You might want to check with you local law enforcement to see if there have been any such thefts reported in the area.

I, too, didn't read anything you wrote @paramaco so I can't say that your 3 sellers in Vietnam are using Prime to generate tracking numbers for small items delivered to random addresses in your zip code or city for your Item Not Received cases in order to fake the delivery to you and close those cases in their favor.
But I can say that were you to appeal the cases, as you did, the money comes from eBay not from the seller, and the seller won't even know you filed an appeal and got away completely with your payment without ordering your item from Prime for you.

There are many off shore based sellers using Amazons Fulfilled By Amazon (FBA) service to drop ship items from that site. It is both eBay and Amazon legal to sell items that way. The item location in this instance is not much of a problem, because the seller may have thought the item would be shipped from a Ca. warehouse, but it may have been cheaper to ship from the Fl. one.

As a cost saving measure Item Not Received (INR) disputes are decided automatically when a tracking number is uploaded. A computer sees "delivered" and closes the dispute. eBay's tracking is not as detailed because it is run by Pitney Bowes, not the USPS.

That type of scam has been going on for years. I've always wondered how the "sellers" are able to mine that the fake address information or get tracking numbers for items already delivered.
You may be able to avoid some of the problems you've had by checking a seller's feedback profile before buying from them, no matter how good their feedback percentage is. All of your last three purchases were made from Vietnam registered sellers who joined this year, that had low feedback numbers. There seems to be a pattern here.

my complaint indicates that in both cases I contacted both UPS and USPS which confirmed the tracking number was related to a item shipped to a different person in a different address. It was never sent to me, but to my city. Additionally one of the items was sent by amazon.com as per tracking history when I bought on ebay. Also the weight of the package was off I bought a dog crate that weights about 30 lbs and items shipped was 0.10 lbs and other was flat rate envelope. I was only able to get my money back because I did a chat with an UPS agent and able to get screenshots sent to ebay

I understand your explanation about how ebay solves this cases, but since this is being happening for a while they should do more of a serious work about it. This will unlike happen with amazon.com (at least didn't happen to me so far)
Yes, I wondered the same how do they get this valid numbers, most importantly this sellers have good reviews, but not to many, between 4 and 10 and no negative ones, but if they are able to get real tracking numbers to the city I am very sure they can write fake feedback to themselves.

With how big this scam seems to be growing, also given that Ebay is often on the hook for reimbursement, I suspect Ebay will be stepping up soon with a way to catch these scammers.
