My wife ordered something (low dollar) and the seller shipped via Aquilline. She tracked the order yesterday (ordered last Monday) and Ebay shows it was delivered last Wednesday. BUT it's not here.
I opened an INR yesterday and figured let me track via the Aquilline site. The order was indeed delivered last Wednesday. To Chicago IL! I'm in central Ohio. I added all that to the summary on the INR.
How successful will I be in "winning" this INR? Haven't heard from the seller yet

Did you check the feedback profile of the seller your wife bought from? You should do that for us so we can offer more than guesses as to what has happened and what to do about it. I think you may find that the seller is registered in another country, and that they have feedback for shipping from Amazon.
Aqualline is often used by sellers who use Fulfilled By Amazon because they also sell on that site, and store and ship items from that site. Aqualline tracking is used because it transposes Amazon's tracking numbers which cannot be read normally by ebay's tracking.
If your INR dispute is denied, because ebay's INR system which is automated, first only checks for a Delivered scan, and can't read zip codes. You will receive a note to that effect and in it is an Appeal button. Write out what you found and post a screen shot or scan of the tracking info showing the delivery zip code. Since it doesn't match yours shown on the order details page, you should win the appeal.

Yeah, my wife (even though a seasoned Ebayer since 1999) doesn't always check. Seller is in Japan and 97.6% Feedback (registered in September 2023) AND store is on vacation mode until Friday!
So probably won't hear anything until then

YOU WILL WIN. eBay on Facebook (the best team of eBay CS) says that they compare your address against the tracking, and you get a refund if the cities/states or zipcodes don't match.
Please come back @jerseyboymusic to update us, when you lose?

The seller claims they our order was delivered to the address on the order (even though it was delivered to Chicago, not here in Ohio) and issued a refund

After I replied the other day you posted about the seller being in Japan. If the delivered scan shows Glendale Heights Illinois, which borders on O'Hare airport, which is the location of ebay's Ebay International Shipping (EIS) hub, your tracking may update. Packages arriving at the hub do get a delivered scan, and it can take a couple of days for things to clear customs, and be shipped from there.
Check the listing page again and click on the Shipping, returns and payments button on that page to see if the seller does use EIS.

And you did, you got a refund @jerseyboymusic as your seller in Japan was dropshipping from Amazon to someone in Illinois, but instead gave you in Ohio that Aquilline tracking number.
So we never got to see that eBay -- see below -- does compare the states and zip codes if either party asks eBay to step in, and will issue your refund if the states and zip codes don't match.
But eBay said this on Facebook a month ago -- that the states and zip codes are checked during an INR -- on Jan 8, 2024 so not sure if that's recent enough.

That's ok, but I feel that the negative feedback SHOULD have stayed on, regardless of whether we were refunded or not.
