I payed for item I did not receive nor has it shiped. Ebay directs me to "Contact Seller" when I try, I now get a message that says item has been removed and seller is not active. I cannot move forward with a claim because I cannot send a message to an inactive seller about an item that's been removed. How do I get my money back???

Is the transaction still listed in your My eBay Purchase History??? Sometimes the order remains and sometimes not when eBay gives the seller the proverbial axe (Never have been able to figure this out as to why they remove some and let others stay). You can use the dropdown menu next to the transaction to file an "item not received" dispute. Return in three days to select "ask eBay to step in" if you do not get a refund. Though that option is typically not available until the last estimated delivery date has passed, they often will make an exception when the seller is Naru'd (No longer a registered user).
If your purchase history has been wiped clean, and not due to you waiting too long in the first place, please use the big blue send message button on the top of this page, and ask for assistance.

Ignore the "contact seller" information. Obviously, you cannot contact a seller that has been removed from the site.
