A oversea seller wanted me to close my case to get a refund ,it was only for a under $10 item.
They claim that their account is now frozen by Ebay since I opened the case.
That don't sound right to me that Ebay will froze a seller's account over $10.
Thanak you for any suggestion.

NEVER close a case at a seller's request! NEVER. Your seller is a liar. I bet he/she is in China. I bet they never sent the item or they sent an empty envelop or some other crappy item. Ebay will freeze the amount of the transaction once a case is opened. The seller can still refund you. He/she wants you to close the case because if too many cases get opened, they can be suspended. If they write to you, just tell them REFUND MY MONEY NOW. If they refund you, the case gets automatically closed. After that, do NOT respond to them. They are liars. Respond to case in 3-4 days (whatever date is written on the case) and then ESCALATE the case if you have not gotten a refund.
If the seller tells you that they are shipping another item, tell them to stuff it. You want your money back. DO NOT accept another piece of garbage. Who knows if it will even arrive. You can NOT reopen a case once it's close. DO NOT close the case.

DO NOT close the case. Your seller is trying to trick you.
Sure the sellers funds for your transaction are on hold until they refund you. If you don't get your return label or refund in 3 business days you can have ebay step in.
Good luck

Ignore the message the seller sent, which was through regular ebay messages. If you close the dispute you will not get a refund. The seller even suggesting closing the case is a policy violation.
If it has been more than 3 days since you filed the dispute open it and ask ebay to step in. If there is a place on the dispute page to add a message state that the seller asked for you to close the case in order to get a refund. If there no longer is a place to do that. Use the link below to report the seller.
https://www.ebay.com/help/buying/resolving-issues-sellers/report-issue-seller?id=4022
On the first page use the blue Report seller button.
Next page select seller has violated one of ebay's policies > Continue
Next Pg. enter the seller's username, select Other,
In the text box below that write.
"The seller messaged me saying they could not refund me unless I closed the dispute I had to open. Check my ebay messages".
Any seller who tries to scam you into losing your ebay protections deserves a Negative feedback. However, if you mention the ebay dispute in any way the seller can have the feedback removed. So keep the comment simple "Item was not as described or never received and seller did not respond to messages. Then tried to trick me in order to get a refund".

I am atm having an issue with eBay seller closing a case and I had to go through management to say I didn't order the wrong item bc if so I can't get a refund with something I uselessly can't use not because I made a mistake but because the seller was being rebellious and misunderstanding he thought he was losing his money and that I was taking it when in fact it was my money.

This topic is 2 years old and will soon be locked. You should start your own discussion/topic and give us a few more details. Sellers cannot close a dispute only the person that opened it, and ebay can close one.
