Seller sent me an address instead of shipping label - how to contact eBay?

I ordered shelves, got without the most important parts. I started the return as the missing item and seller instead notified eBay that he sent me a shipping label, and what I got was address. I'm not going to pay as its my fault. What can I do? How to contact eBay now?

If you opened a return case go back to it and ask eBay to step in. They'll then send you the label.

There is no option to ask eBay to step in, since seller marked it as he sent me a shipping label. I see only mark as the shipped or close the case. No option to involve eBay.

Has it been three business days since the case was opened? The option to ask eBay to step in won't appear until after that period.
