A seller is out of control and eBay has done nothing to control his vitriol. If a negative review is posted he will be a complete bully and spread misinformation. eBay does nothing.

Regardless of what the seller did or didn't do you cannot name and shame in this forum.
Please read and familiarize yourself with Community Guidelines
How exactly is the seller "spreading" misinformation?
Seems you did the same from looking at your feedback.

Pot, meet kettle.
A seller is entitled to reply to feedback left by a buyer, and is not restricted to positive comments (unlike when s/he leaves feedback for the buyer, which is not the same thing):
- Worst seller. May have undiagnosed issues.
You might be able to get Customer Service to remove the Reply, or at least edit out the main part of your username from the Reply where it shouldn't be since the buyer's username is not supposed to be shown in the seller's Feedback Profile.

It’s slander to post that I use fake credit cards. You don’t see an issue? Look at what he does to anyone with negative feedback.

As @woodland_gnome suggested, you should be able to get their reply removed since they revealed your buyer ID. That's considered personally identifying info.

I have reported this to eBay on several occasions. The reps always assuring me of an investigation but nothing happens.

I remember the good old days when we could slam sellers like that with negative feedback. I dealt with someone once whose sole purpose was buying items and leaving negative feedback. I, of coursed, left negative feedback for him. His feedback was full of negatives from people he had done the same thing to them that he did to me. I think ebay eventually kicked this guy off.
