Seller not responding and hasn't shipped

I bought an item from a seller on June 29, I was given the expected delivery date of July 3 - July 7. When it was July 9th I messaged the seller asking if the package was shipping. I received no response so I messaged again saying that it has been 2 weeks since purchasing and that I have not received any information regarding the order or contact from the seller, what should I do?

File an Item Not Received case.

 

Go to the item in your purchases.

Use the drop down menu and file Not Received.

 

Also time to read the eBay MBG...

As noted in the other post, it's time to file a claim for "Item not received."  Here's a link to eBay's buyer protection  policy, which they call the "Money Back Guarantee":
