I'm used to leaving feedback on sellers. This is a matter of principle.
Because of the "Russian Post" even after 3.5 months did not receive the parcel. Missing parcels without a track code.
Therefore, I could not leave a response on Ebay.
Stereo Radio Receiver $ 13.25.
The package was sent on time. Cheap delivery without track code. After 1.5 months, I myself asked the seller to wait. I knew that parcels often had to wait a long time. The seller himself suggested sending the parcel again.
After 3.5 months, I applied for a refund. The seller returned the money.
I thank the seller and eBay Buyer Protection.

You cannot leave feedback if you wait longer than 60 days from the day you paid to do that. You are lucky the seller themselves refunded you, unless you filed a dispute through PayPal or other funding source to force the refund.
I would have checked the seller's feedback profile, to see how experienced they were with international transactions, if they were shipping from Russia itself to a Federation country. Not to mention finding out if they had sold stereo equipment before, because those items need to be carefully packed.
At least you have a refund and are not out any money.
